North Hobart Community Association
Position 2021

Background

The North Hobart Community Association formed in early 2020 to provide a voice for residents and others who engage with the precinct. This voice was specifically needed to contribute to the City of Hobart's North Hobart Place Vision and Access & Parking Plan project, through which Council was exploring options for the North Hobart retail and entertainment precinct.

Some 735 people contributed to the City of Hobart project in early 2020 through surveys, workshops and interviews.

Consultations involved: residents, traders, visitors, Metro Tasmania, Bicycle Network, RACT, Housing Tasmania, the Italian and Greek communities, the Chinese Community Association, and other groups.

Results are contained in these reports:
• Engagement Report (Village Well)
• Place Vision Framework (Village Well)
• Access & Parking Plan (MRCagney)
• Condell Place Recommendations (MRCagney)
• Condell Place EOI Scoping and Information Paper (MRCagney).

The Council committed to 'in-depth community consultation around the published reports ... ', and our Association continues to engage in that process.

Our position

✓ We support the consultation process.
✓ We consider the consultants' reports to be comprehensive and readable, providing a benchmark for discussion and planning.
✓ We support the creation of a Precinct Plan (a recommendation of the Place Vision report) to guide integrated  development.
✓ We also believe the reports offered Council some 'quick wins' before the Precinct Plan is finalised - actions that could improve conditions and address some of the
smaller issues.
✓ We regard Condell Place as a highly valuable public asset - open space in the inner-city. There appears to be a push to fast track commercial development here, so it's in the community's interest to stay engaged. We agree with report recommendations that Condell Place not be changed until the long-term vision is clear.
